Takatsuki City, strategically positioned between Osaka and Kyoto, is steadily advancing a massive redevelopment plan for the south entrance area of JR Takatsuki Station. This major urban renewal project targets the aging “Green Plaza Takatsuki” complex and its surrounding vicinity, paving the way for a modernized gateway that will redefine the city center for decades to come.
A Long-Awaited Makeover for a Historic Landmark
During Japan’s period of rapid economic expansion, Takatsuki saw explosive population growth, quickly transforming into a thriving commuter town. The Green Plaza Takatsuki, completed in 1979 as part of the city’s initial urban redevelopment efforts, has stood as a symbol of that prosperous era for over 45 years.
However, the passage of time has brought significant challenges to this historically vibrant hub. The aging infrastructure of buildings 1 through 3, an increase in vacant storefronts, and the complex mixing of pedestrian and vehicular traffic flows have prompted the need for a comprehensive “re-redevelopment”.
Scope and Clear Milestones of the Project
The proposed redevelopment area covers approximately 2.9 hectares and involves replacing existing structures that currently have a total floor area of roughly 80,000 square meters. The target zone includes not only the Green Plaza Takatsuki buildings but also adjacent public and commercial properties such as the Crosspal Takatsuki civic center, post office, and nearby banking facilities.
Momentum for the project has accelerated significantly in recent years. In February 2024, the Urban Redevelopment Preparatory Association was established, followed by the signing of a basic agreement in February 2025 with major business partners, including JR West Real Estate & Development and Nomura Real Estate Development.
As of the current 2026 fiscal year, Takatsuki City has actively committed to the project by allocating a budget of 23,152,000 yen. These funds are dedicated to assisting the planning of public facilities, ensuring that elements like the station plaza and connecting roads are effectively integrated into the master plan.
Future Prospects and Expected Impacts
The new south area is envisioned to transcend a simple commercial rebuild. Initial plans suggest the introduction of highly functional urban facilities, potentially incorporating a new hotel, convention spaces, and corporate offices, alongside retail and residential environments.
Looking ahead, the project aims to finalize urban planning decisions by the 2028 fiscal year. Following the official establishment of the redevelopment cooperative, demolition and construction works are projected to commence in or after the 2031 fiscal year.
This redevelopment is expected to have a profound impact on the local economy and tourism.
